STK Dual licensing

The plan is to dual-license STK under GPL and MPL

The reason for this change is mainly for the future of STK, which allows the following things to happen without conflicting with the GPL: (just some example)

1. Separated game engine and game
2. Steam
3. Apple App store
4. STK on game console
5. Using open-source librairies which are not GPL compatible (in the past openssl for example)

Also some other some developers from another project are interested in using STK code for themselves, but that's not possible at the moment due to the conflict between STK license and theirs. (minetest: https://github.com/supertuxkart/stk-code/issues/2381#issuecomment-158745140)


Here is the list of contributors we would like to ask for agreement to dual-license STK code to MPLv2 or later version:
